The Balloon Council was formed in 1990 to educate consumers and regulators about the wonders of metallic and latex balloons and the proper handling of them.

Since that time, TBC has monitored and been able to prevent hundreds of negative legislative efforts toward balloons in several states. TBC has also been integral in the development of consumer education. A booklet called the Retailer Kit is available to explain many frequently asked questions about balloons, both latex and metallic. A Teacher’s Science Kit is also available for elementary school use. The Science Kit contains experiments designed to help teach children basic principles of biodegradability, permeability, wind direction, and gases in the atmosphere.
